COMMUNITY AFFAIRS
1 GENERAL
LUBESCO ASSOCIATED SERVICES LIMITED being CONTRACTOR is fully acquainted with the peculiarity of host Communities situation in all sites operated by our clients.
Generally various meetings shall be required along the progress of the works between LUBESCO Community Affairs representative and Client’s Community Affairs representative. Detailed minutes of meeting are to be issued by LUBESCO after any of these meetings and signed and transmitted to Client Representative and CRO leader.
Whenever necessary, Memorandum of Understandings shall be written and signed by all concerned parties.
2 LUBESCO OBLIGATIONS
2.1 To respect the Client’s employment policy of the Community staff
2.2 To proceed with consultations of skilled labour Associations and other known Associations of the area and establish the necessary agreements with them.
2.3 LUBESCO CRO must keep a permanent communication with Client’s CRO team, exchange information together; apply for assistance in case of specific situation.
2.4 CLIENT’S REPRESENTATIVE must be informed in due time by LUBESCO REPRESENTATIVE of any Community Affairs development which may have an effect on the safety, on the security, on the completion date and on the commercial situation of the contract.
3 HOMAGES
LUBESCO is to pay homage to the various bodies involved in the surrounding communities. Our Communities Affairs representative and Client’s Community Affairs department shall hold a meeting to confirm the various homages. Homages will be paid accordingly.
4 FESTIVAL
If a festival period falls within the period of the works, LUBESCO Community Affairs representative and Client’s Community Affairs department shall hold a meeting few days prior effective date of commencement of the festival in order to confirm the festival homage to be paid to the various bodies of the surrounding communities.
5 CRISIS
In case of any crisis involving Community/Staff, LUBESCO Community affairs representative shall immediately inform Client’s Community affairs representative and resolve the crisis. Both CLIENT and LUBESCO Site representatives shall immediately be informed of the situation.
Any discussion, meeting held between parties shall be minuted and memorandum of understanding signed by all parties. In case the Security of the persons, equipment or materials is put in jeopardy, Client’s Site Representative or Community Affairs Representative will immediately inform Client Security Department and site Manager for appropriate measures to be taken.
6 LUBESCO COMMUNITY AFFAIRS OFFICER - CLO
LUBESCO Community Affairs Officer is a Key Personnel, and as such, his absence shall be notified duly in advance. In case of absence from site, his duty shall be covered by a competent person. He will also be provided with communication device (e.g. handset radio) which will allow him to be easily joined at any time.
7 Usual PR:
It is common and very usual for contractors working in host communities to pay as PR cash money to various Communities, Families/Bodies/Associations: allowances, releasing fees, thank you, minor homage's, sitting allowances for meetings, escort, drinks, representation, transport, petrol.
We will make provision for such expenses in the schedule of prices
8 Stoppage of Work Due to Community Disturbance:
In the event of stoppage of work, LUBESCO shall record the community disturbance problem and shall provide all the relevant documents giving the evidence that we have taken all necessary steps/appropriate actions in order to solve the problem and / or limit downtime and prevent the disruption of the works.
9 Employment.
- The employment of Community unskilled and skilled workers will be subject to a procedure which shall be finalized with the participation of the host Community, Client, LUBESCO and our Sub-Contractors and shall be agreed before the commencement of the site works.
- Community Workers shall be employed by LUBESCO as a contribution to assisting the host community and worker will receive their salary and allowance from LUBESCO.
- In the event when CLIENT instructs LUBESCO in writing to employ Community staff over an agreed quota, the corresponding cost will be back charged at cost to CLIENT.
- Employment of skilled labour will be done through the skilled labour Associations: LUBESCO shall be responsible to deal with such Associations according to the applicable rules for the employment distribution. However, we shall inform Client’s CRO leader of this actions. Skilled labourers employed through these associations are within the association’s quota.
10 Expenditures : All the costs related to the above situation and obligations shall be borne by LUBESCO and due to be incorporated in the schedule of prices
However, the following expenditures may be charged to CLIENT:
- Stoppage of work, see 8
- Additional employment.
- Homage for festival
11 ADHERENCE TO CLIENT’S POLICIES
Whereby Client want to maintain the relationship enjoyed with host community, and Client wants the policy followed during the period of contract execution, and for any particular reason in relation with its activities and contribution to the welfare of the host community, Client may instruct LUBESCO to proceed with other expenses on behalf of Client in accordance with agreed conditions. In such instance, LUBESCO will not disagree or go against such request.
12 SUB-CONTRACTORS
It is an obligation for Sub-Contractor to follow the same conditions as LUBESCO’S as stipulated in clause 11 above.
